<p>It&#8217;s been little over three weeks since Joe Biden became deputy to the most powerful man in the world and he still hasn&#8217;t grown into his new role. The former senator can be seen at the State Department discussing foreign policy or dining with President Barack Obama in the White House. Sometimes he presents himself as a champion of the middle classes, at other times he appears in shirtsleeves at on a railway platform pleading for investment in infrastructure. &#8220;It is hard now,&#8221; he admitted in a recent TV interview. &#8220;What I have to think now is, everything I say, I am the vice president. I am not the president. So everything I say reflects directly on the administration.&#8221;</p>

<p>This Saturday Biden will be speaking explicitly on behalf of the United States. His speech at the Munich Security Conference will be the vice president&#8217;s first major international appearance &#8212; and the Bavarian capital is rolling out the red carpet for him. The conference organizers promise that his speech will provide the impetus for a new start in trans-Atlantic relations.</p>
<p>What are the expectations for the speech? &#8220;The tone is the message,&#8221; Laurie Dundon, who previously worked with former Secretary of State Madeleine Albright and is now at the Bertelsmann Foundation in Washington, told SPIEGEL ONLINE. &#8220;The right words would define the parameters for future cooperation, just as preparations are being made for Obama&#8217;s Europe trip at the beginning of April to the G-20 summit in London and the NATO summit in Kehl and Strasbourg.&#8221;</p>

<p>No, we haven&#8217;t turned the corner on the banking crisis—we can&#8217;t even see the corner. What&#8217;s needed is a bold, massive jolt to the system.</p>
<p>Franklin Delano Roosevelt&#8217;s first inaugural address is now known for only one sentence: &#8220;The only thing we have to fear is fear itself.&#8221; But the audience at the time paid little attention to that line and the newspapers buried it in their reports the next day. As Jonathan Alter recounts in his book &#8220;The Defining Moment,&#8221; the words that got the greatest applause were something more specific. &#8220;I shall ask Congress for the one remaining instrument to meet the crisis,&#8221; FDR said, &#8220;broad Executive power to wage war against the emergency, as great as the power that would be given to me if we were in fact invaded by a foreign foe.&#8221; The next day&#8217;s headline in The New York Herald Tribune was FOR DICTATORSHIP IF NECESSARY.</p>
<p>We are not in 1933, and no one would advocate or encourage any such power grab today. But <a class="related" href="http://www.newsweek.com/related.aspx?subject=Barack+Obama" onclick="urchinTracker('/outgoing/www.newsweek.com/related.aspx?subject=Barack+Obama&amp;referer=');">President Barack Obama</a> will have to quickly start planning for a set of more extraordinary measures to pull the United States out of its current, unsustainable economic condition. The president has understandably focused his first few days on important campaign promises—ending torture, closing <a class="related" href="http://www.newsweek.com/related.aspx?subject=Guantanamo+Bay" onclick="urchinTracker('/outgoing/www.newsweek.com/related.aspx?subject=Guantanamo+Bay&amp;referer=');">Guantánamo</a>—but he will now have to tackle the biggest challenge facing the country.</p>
<p>The American economy is entering its sharpest economic contraction since 1974—a recession that is likely to be the longest since the Second World War. But that&#8217;s not the worst of it. The American financial system is effectively broken. Major banks are moving toward insolvency, and credit activity remains extremely weak. As long as the financial sector remains moribund, American consumers and companies—who collectively make up 80 percent of GDP—will not have access to credit, and economic activity cannot really resume on any significant scale. We have not turned the corner. In fact, we can&#8217;t even see the corner right now. In Washington and in the media, we have all stopped thinking about the</p>
<p><!--AD BEGIN--><!--AD END-->rescue of the financial system—that was last year&#8217;s story—and moved on to the automobile bailout and now the fiscal stimulus. Debates have begun as to whether programs represent pork or investment, whether tax cuts should be preferred to government spending. But despite the injection of hundreds of billions of dollars, and the promise of many billions more, banks are still not lending. Without a functioning financial system, even a massive stimulus will not restore the economy to a normal growth trajectory. Japan tried to jump-start its economy with the world&#8217;s largest fiscal stimulus in the 1990s. It did nothing for long-term growth in that country.</p>

<p>Change certainly came to Washington Tuesday, but change.gov did not. <a class="related" href="http://www.newsweek.com/related.aspx?subject=Barack+Obama" onclick="urchinTracker('/outgoing/www.newsweek.com/related.aspx?subject=Barack+Obama&amp;referer=');">President Obama</a>&#8217;s former transition Web site is now defunct, with a note sending visitors to <a href="http://www.whitehouse.gov/" target="_blank" onclick="urchinTracker('/outgoing/www.whitehouse.gov/?referer=');">whitehouse.gov</a>. The official presidential Web address relaunched as a shiny social-media hub at 12:01 p.m.—even before Obama took his delayed oath into office.</p>
<p>Immediately, the twitterati and tumblr set were abuzz over the site, noting how similar it looked to the campaign&#8217;s previous sites (with its twilight blue background, Gotham font and a YouTube video highlighting the president-elect&#8217;s train journey this past weekend) and marveling at the new chief executive&#8217;s continued technological prowess. But it&#8217;s worth wondering how many of these observers had ever actually looked at <a class="related" href="http://www.newsweek.com/related.aspx?subject=George+W.+Bush" onclick="urchinTracker('/outgoing/www.newsweek.com/related.aspx?subject=George+W.+Bush&amp;referer=');">President Bush</a>&#8217;s site. It also had news updates (much like the blog on Obama&#8217;s <a class="related" href="http://www.newsweek.com/related.aspx?subject=The+White+House" onclick="urchinTracker('/outgoing/www.newsweek.com/related.aspx?subject=The+White+House&amp;referer=');">White House</a> site), an &#8220;Interactive White House,&#8221; a newsroom-like &#8220;Setting the Record Straight&#8221; feature, and slideshows—and oh yes, that famous Barney cam.</p>
<p>So the real difference is that the new site glosses with the buzzwords of social media and pristine politics: transparency! Participation! RSS feed! All these look good on paper (or, in this case, on screen) but delivering on the many promises won&#8217;t be easy—making the Web site a near-perfect metaphor for the entire Obama presidency. The premier blog post, written by the director of new media, Macon Phillips, introduces a framework full of features, few of which are ready to use. Things that do work, like the slideshows, are rife with bugs. Early Tuesday evening, Obama&#8217;s new site still referred to him as the president-elect in some places, and a link to a gallery of first families shows you pictures of presidential pets. &#8220;[Phillips's] first message was just about openness,&#8221; says Rex Sorgatz, an online media consultant who runs fimoculous.com. &#8220;But you can&#8217;t just crack open a wiki and say, &#8216;Go at it.&#8217; Even forums or comments won&#8217;t produce anything meaningful. You need to have a filter in order for productive discussions to rise to the top.&#8221;</p>

One plan announced by the White House is to let the public review and comment on non-emergency legislation for five days before the president votes on it. Another allows readers to suggest their own priorities for government, which other readers can vote on, with the most popular plans bubbling up to the Oval Office. &#8220;Everything&#8217;s worth a shot,&#8221; Sorgatz says. &#8220;But most likely, the things that will work on the site will be more targeted.&#8221; FULL ARTICLE BELOW:</div>

<p>Looks like there’s a digital camera enthusiast moving into the White House. President Barack Obama’s oldest daughter, Malia, was busily snapping photos before the inauguration ceremony began. <p>But that may not be the only model in her camera bag. At several pre-inaugural events Malia was seen taking photos using a silver-colored point-and-shoot. On Saturday, she snapped photos in Philadelphia, although People.com <a href="http://www.people.com/people/article/0,,20253490,00.html?xid=rss-topheadlines" onclick="urchinTracker('/outgoing/www.people.com/people/article/0_20253490_00.html?xid=rss-topheadlines&amp;referer=');">reported that she was using a loaner camera</a>.  At the Kid’s Inaugural Concert last night, she was <a href="http://www.politico.com/news/stories/0109/17661.html" onclick="urchinTracker('/outgoing/www.politico.com/news/stories/0109/17661.html?referer=');">using a similar point and shoot</a> to photograph the Jonas Brothers.</p>

<p>Reporting from Los Angeles &#8212; Barack Hussein Obama took the oath of office today as the nation&#8217;s 44th president &#8212; and the nation&#8217;s first black chief executive &#8212; and told Americans shaken by economic despair and war that shared sacrifice would be required to draw the nation back to prosperity and peace.</p>
<p>&#8220;Our time of standing pat, of protecting narrow interests and putting off unpleasant decisions &#8212; that time has surely passed,&#8221; Obama declared in a ringing inaugural address. &#8220;Starting today, we must pick ourselves up, dust ourselves off and begin again the work of remaking America.</p>
<p>&#8220;For everywhere we look, there is work to be done,&#8221; he said, ticking off needs in the areas of the economy, energy, education and myriad other fronts. &#8220;All this we can do, and all this we will do.&#8221;</p>
<p>Obama&#8217;s day was replete with the emotion of the past &#8212; the son of a white Kansas mother and a Kenyan father took his oath from Chief Justice John G. Roberts Jr. on the Bible used by Abraham Lincoln more than a century ago.</p>
<p>But his inaugural address, though filled with eloquent references to American will and its historic successes, was also a sharp attempt to wrest the country from the path set by outgoing President Bush.</p>

<p><!--endclickprintexclude-->King did not fight tirelessly and ultimately give his life so African-Americans could take office; he fought for the disenfranchised and downtrodden, no matter their color, said Charles Steele, president and CEO of the Southern Christian Leadership Conference, which King and Steele&#8217;s father helped found.</p>
<p>&#8220;President-elect Barack Obama is just a piece of the puzzle,&#8221; he said. &#8220;This tells us that we are at a station, but it&#8217;s not our destination. We&#8217;ve got to get back on the train.&#8221;</p>
<p>Steele said he worries that those who espouse King&#8217;s dream may grow lackadaisical because an African-American has taken the reins of the free world. But it is imperative, he said, that they &#8220;march now more than ever before.&#8221;</p>
<p>Steele points to 1963, when tens of thousands of protesters converged on Washington to demand equal rights. It was there King delivered his &#8220;I Have a Dream&#8221; speech from the Lincoln Memorial steps.</p>
<p>President Kennedy&#8217;s administration was considered the most receptive ever to the concerns of the civil rights movement, Steele said. But rather than sit back and hope Kennedy did the right thing, King and thousands stormed Washington to lay out demands that later would yield the Civil Rights Act and National Voting Rights Act.</p>
<p>Those down for the cause today must do the same with Obama, Steele said.</p>

Johnson</a> had come to the foot of the Statue of Liberty in New York Harbor to sign the unsexily named <a class="related" href="http://www.newsweek.com/related.aspx?subject=Immigration" onclick="urchinTracker('/outgoing/www.newsweek.com/related.aspx?subject=Immigration&amp;referer=');">Immigration</a> and Nationality Act. It was a grand and sentimental stage for Johnson, who loved the grand and the sentimental. There he was, less than a year into a term he&#8217;d won in the greatest of landslides over Barry Goldwater, at the mythic gateway to America, Robert and Ted Kennedy in the audience, the eyes of the press fixed on him in the shadows of the nation&#8217;s most fabled icon of freedom. &#8220;Our beautiful America was built by a nation of strangers,&#8221; Johnson said, reaching for political poetry. &#8220;From a hundred different places or more they have poured forth into an empty land, joining and blending in one mighty and irresistible tide.&#8221;</div>
<div class="imgLeft image">But the president was openly ambivalent, too. &#8220;The bill that we sign today is not a revolutionary bill,&#8221; he said, defensively, almost as though to reassure white Americans that they had nothing to fear. &#8220;It does not affect the lives of millions. It will not reshape the structure of our daily lives, or really add importantly to either our wealth or our power.&#8221;</div>

Or at least that was what we were told when he released his <a href="http://www.youtube.com/watch?v=Zd8f9Zqap6U" onclick="urchinTracker('/outgoing/www.youtube.com/watch?v=Zd8f9Zqap6U&amp;referer=');">first Web video address</a> as president-elect. The clip, billed by some as a modern fireside chat, was embedded as a YouTube video on Change.gov, the incoming administration&#8217;s Web site. Sitting in a leather chair, framed slightly off center from his chest up, Obama delivered a three-minute talk on the economic crisis, vlog style.</p>
<p>The video quickly racked up hundreds of thousands of views, and within a few days hundreds of blogs were linking to it. Obama&#8217;s foray into viral video, the story went, heralded the beginning of a new era in government communication and transparency—&#8221;Franklin Roosevelt 2.0,&#8221; in the words of <cite><a href="http://www.huffingtonpost.com/2008/11/14/obamas-transparent-presid_n_143805.html?view=print" onclick="urchinTracker('/outgoing/www.huffingtonpost.com/2008/11/14/obamas-transparent-presid_n_143805.html?view=print&amp;referer=');">The Huffington Post</a></cite>. <em><a href="http://voices.washingtonpost.com/the-trail/2008/11/14/the_youtube_presidency.html" onclick="urchinTracker('/outgoing/voices.washingtonpost.com/the-trail/2008/11/14/the_youtube_presidency.html?referer=');">The Washington Post</a></em> proclaimed the advent of the &#8220;YouTube presidency.&#8221;</p>
